The Oregon Housing and Community Services Department ("Agency") has issued this Response to Questions document for Request for Applications (RFA) #5234 for HOAP Spring 2020 Training Funds through Smartsheet.
This document is not an Addendum to RFA #5234 and does not change the requirements of the RFA. Answers given to the below questions that were submitted by prospective Applicants are for clarification purposes only. This document will be updated as Agency responds to questions received. Regarding this RFA, there is a limit of $2,000 per person- would that be through the end of the pandemic? For example if I apply for a $200 webinar in May, will I have $1,800 for use in the future?
The maximum amount is $2,000 per eligible organization, and not individual. Upon submitting the application you must indicate the courses you will be registering for and the amount you wish to have reimbursed up to $2,000. The timeline to take the courses and be reimbursed is around 6 months. You will only be reimbursed for courses pre-registered and paid for up to the amount approved and included in the Grant Agreement.04/24/20

Would a class on “Post-Purchase Monitoring, Compliance and Stewardship” for Community Land Trusts be an acceptable training to get paid through this grant?
Yes, courses relating to Community Land Trusts and/or development are eligible courses for this RFA.04/24/20

I was told yesterday at the homeownership group webinar that funds will be made available through December 2020. Will you be able to confirm this is the case?
The RFA is currently open for submitting Reservation Applications until June 30, 2020 3:00 p.m. (PST). Upon application approval, the funding is available for reimbursement of eligible courses for six (6) months from grant execution. Registered courses should be paid and attended during the grant period.04/24/20

Do you want one form for each person at our organization requesting funds, or do you want one form for the organization?
Per Section 3.1.3 of the RFA, Applications are limited to one (1) per Eligible Organization.

The Application (including Attachment A) would be from the organization (the “Applicant” as referenced in the RFA and attachments). Only one (1) funding request per Applicant. The Applicant may attach additional pages related to Attachment A to list training courses for specific individuals and their team.

If we have a training identified and priced, but it has not been scheduled yet, can we still apply for it?
A date range for training courses may be used. The estimated duration of the grant agreement is six months with documentation of completion due by January 15, 2021.05/11/20

Can the funds be used for the HUD Housing Counselor Certification Test?
If they are referring to the exam costs, then yes OHCS will provide funds for the exam.05/22/20

Is this application on a rolling basis? The training I wish to attend is at the end of June so if the apps are held until the closing date I will not be able to register in time.
Applications are currently being evaluated on a first come first serve basis per Page 1 of the RFA.05/29/20

If it’s on a rolling basis, are funds still available or have they been fully expended?
Yes, funds are still available. Homeownership Division has $90,000 in training funds available through the Home Ownership Assistance Program (“HOAP”). There is a maximum of $2,000 available per Eligible Organization.05/29/20

I want to apply for training funds for the NeighborWorks Virtual Training Institute and I contacted NW to see how much it is going to cost. Apparently details won’t be finalized until July 13th so I don’t have a price. Is that going to be a problem? Thanks for your help
OHCS suggests the applicant submits the application for the maximum amount they want approved and OHCS would approve “pending” the class courses chosen.06/15/20
