The Oregon Housing and Community Services Department ("Agency") has issued this Response to Questions document for Request for Applications (RFA) #6020 for the HOAP Homeownership Center Program through Smartsheet.
This document is not an Addendum to RFA #6020 and does not change the requirements of this RFA #6020. Answers given to the below questions that were submitted by prospective Applicants are for clarification purposes only. This document will be updated as Agency responds to questions received. During the pandemic, we have discontinued in-person homebuyer education workshops and have substituted the online Framework program. Is this an acceptable education program and is it considered a “web conference group Homebuyer Education Workshop” pursuant to the terms of RFA #6020?
Online Education, such as the Framework program is not considered a “web conference group Homebuyer Education Workshop”. During the current health crisis, online Homebuyer Education such as Framework is an acceptable way to educate consumers through self-guided online courses, however, at any point in the future the health crisis subsides or your county “risk level” (Oregon Health Authority https://coronavirus.oregon.gov/Pages/living-with-covid-19.aspx#countystatus) allows in-person office visits; online Homebuyer Education will not be a substitute for in-person or web conference group Homebuyer Education Workshop unless approved in writing by OHCS. For the purposes of this RFA: a self-guided online course does not offer the same discussion opportunities as a web conference group Homebuyer Education Workshops, to educate Households on the home buying process.03/29/21

We request clarification for Attachment C - RFA Electronic Registration Request. Pursuant to the instructions found on pg 18 of the RFA, this form is to provide contact information for all employees that need to have access to Procorem. The wording on the actual form, however, is asking for an “Authorized Signer”. That designation is different than a contact person who needs access to the portal to upload reports and documents. There is only one additional space for a contact. Currently, we have two people authorized to access the portal – me and our fiscal manager. In our agency we have one “Authorized Signer” – our Executive Director. Please clarify your terminology and what you mean by “Authorized Signer”. Thank you. If it is not an authorized contact person for purposes of accessing Porcorem, can we add an additional contact name to the form so that we have one person uploading reports from our Housing Resource Center and one person from our Fiscal Department?
It is intended for the purpose of this RFA the Procorem users are an Authorized Signer and a primary contact person at the organization that can answer potential questions relating to the RFA application submitted. Typically, the Director and program manager would be the contacts should OHCS have questions regarding the application submitted. If a potential applicant needs to request an additional person to have access to Procorem due to the structure of the organization, please provide their contact information in an email with Attachment C (RFA Electronic Registration Request)? We are limiting access to no more than three (3) individuals from each organization.03/29/21

Which entity name should we apply for this RFA? The requestor provided two business names.

I am making my way through the Homeownership Center Program Workbook. I know we are going to attend the Pre Application conference tomorrow, however; I am wondering if you can help me through a few questions as I prepare our agency workbook? I was previously a Manager of a Homeownership Center in XXX ( now dissolved) and had provided over 10 years of housing counseling services to XXX County participants. I still provide Financial Literacy Education workshops and also administer the e-Home online home buying class currently at XXX but do not provide any other services at this time. I believe I should state N/A per instructions for services not offered.

Workbook, the Client Demographics tab is still “protected” When I try to unprotect it, there is a password required
OHCS downloaded the Workbook from the link on our website and it required me to “enable editing” in order for me to make changes. You should not need a password to add the number of clients intending on serving in the demographics tab.04/13/21

Workbook, Current & Projected Goals is supposed to auto populate from the Client Demographics tab
After inputting the numbers in the demographics tab, the number will show up in the projected goals tab, OHCS was able to do this on the downloaded version from the website link.04/13/21

If XXX is applying for the ‘Base funded’ organization set in XXX County, and would like to expand the services to another county as a ‘Branch office’, must we provide a staff member at least 32 hours per week, or can I travel to the other county twice a month for a “satellite service”?
You can serve additional counties without having a Branch Office in the additional county you intend on serving. To qualify for the Base Funding for an additional county the Branch Office must meet the definition of an Eligible Branch Office: means an additional location of an Awarded Organization with at least one (1) Certified Counselor available regularly to provide Full Services a minimum of thirty-two (32) hours per week.04/13/21

This program allows organizations to have partnerships with any other organization to assist in their program needs. This is not a NOFA but a Request for Applications (RFAs) issued by the Procurement Unit.04/15/21

Yes, an organization could partner with another organization or culturally specific organization to serve a community, per Section 27. of Att. A Grant Agreement, Sub-recipient agreements are acceptable and may be requested by OHCS for review.04/15/21

Same partnership questions goes for ensuring 'full services', could agencies partner to ensure that a community is getting full services if combined via a partnership they provide that?
Yes, an organization could partner with another organization to provide Full Services, per Section 27. of Att. To ensure clarification, the first time funding for education requirements is only a one time source, correct? Performance Measures funds will be for ongoing education costs in the future?
Correct, the initial education funding is to be used in the first 12 months of the executed agreement. The performance measure funds are allocated at the end of each proformance period.04/15/21

Yes, you can contact the Single Point of Contact (Jessica Nelson) to confirm if you've already been certified. If you've been certified, check the box in Att 1, sign the form and submit with the application. You would not need to re-submit supporting documentation.04/15/21

If we are able to partner with a culturally specific agency to provide services as a sub grantee, and they would be a new, first-time agency as well as a culturally specific agency, would we be able to receive the funding for that to pass through to that agency?
The Awarded Organization determines the eligibility of the additional funds offered in this RFA. If the Awarded Organization is an Awarded First Time Organization and certified as a Culturally Specific Organization, the additional funds would be awarded at time of Grant Execution.04/15/21

For organizations that are broad in scope - when it comes to all the questions regarding organization, do we elaborate about the overall agency or do we focus mostly on the housing center department? I'm refering to the questions starting in page 26 -from the 1.RFA-HO document. (This is the same question than in the chat but I'm elaborating on which questions I'm refering too) Thanks!
Some of the questions that start on page 26 are the eligibility questions-pass/fail, so the answers for those questions should be based on the entire organization. The other questions on page 26 are the scored questions and the responses should reflect how the organization and/or department intends on providing the specific Full Services required in the RFA04/15/21

How do we account for clients that move from one county to another? If we are serving a client in Mult county and they moved to Clackamas, does this mean we are serving two counties and how do we account for this in the proposal

So, if most of our clients are in one county, but we will have some that may come from other counties or will move to other counties, do we indicate that we serve in multiple counties or just the main county our clients come from
The Application Program Workbook Att. F, has a tab that asks for the county you intend on providing service to, this would be where you indicate you are requesting the County Allocation funds for providing the services to these areas, or you can select to serve and receive the allocation funds for one county, and still provide service and report service to clients in other counties. Please note, per Att. A Grant Agreement, there are Performance Measures, (Exhibit A. Program Details and Grant Activities), Section 2, g. Areas Served, Awarded Organizations will be responsible for meeting this Performance Measure when providing services to more than one county from one branch office when receiving the additional county allocation funding.04/15/21

How recent does the Financial Audit need to be?

Due to the cost of the audit ($3600), we only have an audit done once every two years.

Just getting started on the Workbook. On the Staff Exp & Training Tab, one of the examples for Years Experience is 0.5 years. However, the column will not let me enter decimal points. Is this a glitch that needs fixed, or do you want us to round up or down for each staff?

Also, on that same Staff Exp & Training Tab, if the staff has multiple certifications (Homeownership, Foreclosure, HUD, etc) Would you like me to list each staff multiple times with one line per certification or list the multiple certifications on one line in column E. However you answer this question, will also lead to more questions regarding original Date of Certification and Certification Expiration Date.
Please list one counselor program certification per line, if a counselor has more than one certification, please list them separately. The Workbook does not have the capacity to select more than one certification program per line.04/15/21

When it comes to the form RFA Electronic Registration - can the applicant be the person that has authorization to submit the application and a different person the one that has to sign a future contract? and how/where do I indicate that?
Att. C-RFA Electronic Registration is for the applicant to list the people that will be submitting the application, and may not be the same person/people that are authorized to sign the Grant Agreement.04/15/21

In the HOAP Homeownership Center Program RFA #6020 the RFA states:
“Eligible Branch Office” means an additional location of an Awarded Organization with at least one (1) Certified Counselor available regularly to provide Full Services a minimum of thirty-two (32) hours per week. “Full Service” means providing all the required core services to any existing or potential qualifying client including; Pre-purchase Homebuyer Education, Financial Literacy Education, Financial Coaching and Pre-purchase Homebuyer Coaching/Counseling, default and Postpurchase counseling.

Can one counselor serve two counties or is it a 1:1 ratio?
One counselor can provide services to more than one county from an Eligible Branch office.04/15/21

No, OHCS will enter into a grant agreement with the awarded applicant only. Applications are limited to one (1) per Eligible Organization, see Section 3.2.3.04/15/21

Costs associated with providing the Full services, and costs listed in the Program Workbook Att. F in the Budget tab are eligible costs for the Homeownership Center Program.04/15/21

If we serve 3 rural counties, do we share the county allocations with any organization that says they cover the whole state?
Allocations will be shared for multiple awarded organizations that serve the same county, based on the Scenarios for Dividing County Allocations in the RFA. Each award is based on the grantee being able to serve each county based on the grant requirements and performance measure expectations. Serving statewide coverage may be challenging in achieving these specific measures. See Attachment A of the RFA for more information.04/15/21

Is there a way for us to identify that we intend to serve a county but that we would not be seeking funding for that county?
OHCS does not require organizations to select additional counties they intend on serving unless the organization is requesting the funding for that county. Your quarterly reports will reflect the areas you are serving. You can include the clients from the additional counties in your client projections and demographics in the Program Workbook Att. Do quarterly reports change, or do they require always the same data?
At this time, the quarterly report will remain the same each quarter, but could change at any time during the program period.04/15/21

How often does OHCS accept new applications for homeownership education centers?
The last time OHCS had a solicitation for Homeownership Centers was in 2011/2013 for the state and in 2016 for three counties needing services. This current RFA is for a program period of 5.5 years.04/15/21

If our organization outcomes show we serve the BIPOC communities with the majority of our funding going to BIPOC why would we be penalized for not meeting culturally specific organization - simply because our board of directors or leadership team does not have enough staff who meet diversity?
The Culturally Specific Organization (CSO) definition has specific criteria that delineates what a CSO is. The definition came from the Coalition of Communities of Color (20+ year group) an alliance of culturally specific organizations that self determined what a CSO is. They determined the leadership and staff should be reflective of the community they are trying to serve. This is a unique quality for providing a unique level of service and we want to give them an additional opportunity with this work. Part of this effort is to increase contracting and funding to CSOs, which aligns with the OHCS Statewide Housing Plan. Culturally Responsive Organizations are just as important to help in this work, as OHCS is centering our work on racial justice.04/19/21

Our Housing Authority is duly authorized by the State of OR under ORS 456 to do business in the State of OR. However, we are not “registered in the business registry”. 5.3.3 Business Registry states “Applicant shall be duly authorized by the State of OR to transact business before executing the Agreement”. How do we answer this question?

Is it required to provide the written Conflict of Interest policy with submission through Procorem?
If you are referring to 4.10.3 Round 1 Evaluation Criteria, Item #1 (e), OHCS does not require a copy of the policy at time of application but confirmation there is a policy. OHCS may request a copy of the policy to verify this requirement at any time.04/19/21

Att F - the tab entitled ”Current & Projected Goals” seems to be locked for printing. It also looks like “Leverage” may be locked as well. Can you unlock?
When you are on the tab you want to print, go to the “Page Layout” tab on the top of the ribbon, select “Print Area”, click on “Clear Print Area” and you should be able to print the specific tab.04/21/21

Questions 5 and 7 seem to be very similar in the narrative request, can you give more detail on the expected differences?
Question 5: Describe the outreach activities your Organization uses to get new clients into your Organization, and describe how you develop those outreach activities, how do you target specific areas in your community you haven’t previously served clients from, if one method doesn’t work, what do you do to develop other outreach activities. Question 7 is asking what proven outreach methods have you used and have been successful in expanding your client base and how do you measure the outcomes of those outreach activities.04/27/21

In question 5 it asks how we would invite participants not previously served when we were a Homeownership Center. Since we have not previously been a Homeownership Center, how would you advise that we answer this question? Does OHCS have expected numbers or percentages of target audiences served as a Homeownership Center?
This question is not referring to “if you were a Homeownership Center”, you should answer the question based on how your organization is conducting business currently in regards to outreach.04/27/21

What happens if we work with a client that doesn’t live in Multnomah County?
You would report the client information in your quarterly report Workbook with the county they reside in. OHCS does not have a problem with Organizations serving clients that don’t live in the county they indicated they plan to provide service to.04/27/21

In the Workbook, do referrals count as services?
If a client did not attend one of the required Education Sessions, or did not receive one on one specific counseling in one of the required topics (one of the Full Services), this would not be considered a Homeownership Service. A referral is not considered one of the required Full Services, and should not be counted in the Applicant Program Workbook for current and projected or demonstrated experience client numbers.04/27/21

Are we able to count people who attend Homeownership orientations as class attendees?

o Our homeownership orientations cover the history of the organization and the services offered by our Homeownership Program as well as a basic outline of what it takes to get mortgage ready and what the homeownership process looks like.
No, based on the description provided for your Homeownership orientation class, you would not be able to count that as one of the required Homebuyer Education Sessions in the Full Services. Homebuyer Education Sessions must be at minimum 6 hours and curriculum must be either HUD approved or comply with the minimum standards set forth in the National Industry Standards for Homeownership Education and Counseling.04/27/21

Are the narratives read in full by evaluators or are the individual questions evaluated separately? In other words, do we need to repeat basic organizational information in each question?
The evaluators will score each question independently, and as per Section 4, and 4.10.3 Round 1 Evaluation Criteria: “Do not reference another document or the answer to another question in lieu of fully answering a particular question”04/27/21

Can you please clarify Question 1? Are you asking if our board has at least 1/3 of its members from our geographical location?
Yes, we are asking that 1/3 of your Board make up is representative of the community you serve and commit to that within 12 months of any executed Agreement, if Awarded an Agreement04/27/21

Concerning the workbook demonstrative experience, using 2020 numbers is not indicative of our normal demonstrative experience due to COVID-19, can we use our 2019 numbers?
We understand your client services in 2020 may be slightly different than your previous year 2019, however, we will take that into account when reviewing your application. Please only use 2020 numbers in your Applicant Program Workbook.04/27/21

We have a question about the budget section of the workbook for the HOAP RFP. The amount to be awarded pre-populates at $XXX (Base Funding of $45,000 plus the full XXX County allocation). This amount does not include the Culturally specific funding ($20,000) and it also assumes that we are the only provider in XXX County (which seems unlikely to us). Given those Is this the amount we should use to base our budget on? Or can/should we adjust it?
We understand the amount indicated in the “General Information” tab and “Leverage” tab is the amount listed in the “Budget Tab” and there could be funds missing (Rural or Culturally Specific) or over stated based on the potential of additional Awarded Organizations in the same county. We understand this is an “estimated” budget for your Organization and not your true budget. The intention is to see how your organization uses funds for providing Homeownership Center services. In addition, the form calculates percentages of the HOAP funding for eligible expenses and would not calculate correctly if all funding was not used column “b” for eligible expenses.04/27/21

Can an agency have multiple branch offices within one county?
An Awarded Organization can have an additional Eligible Branch office in the same county, providing the Branch office has a Certified Counselor that is available at the branch office location regularly to provide counseling and education services (Full Services) to clients, at minimum of 32 hours per week, see Eligible Branch Office. The Awarded Organization would receive all or a portion of the county allocation amount based on the number of other Awarded Organizations providing Full Services to the county. The Base Funding is to provide funds for the wages of a Certified Counselor to be available regularly at any additional Branch Office of an Awarded Organization could be paid to more than one Eligible Branch office of an Awarded Organization in the same county.04/27/21

Regarding branch presence in additional counties. For workbook attachment F tab General Info
Scenario 1: Agency has a branch office open to the public 32 hours a week – clients can come into the branch and utilized our private office that is fully connected to internet to meet virtually with a live certified counselors. The office is staff with a receptionist that makes copies, scan documents, set-up the connection and serve as support for any technical difficulty that may arise. I would assume this county can be counted as additional county served under the definition provided for base funding for additional branch support. Please confirm.
The Certified Counselor must be available at the branch office location to provide counseling and education services to clients, to be an Eligible Branch Office. During normal circumstances, and not under an emergency health crisis, Certified Counselors must be able to provide in person one on one counseling and Group Education Workshops at the branch location and other services as required in OHCS Standards Guide. However, this “Scenario 1” described, can be considered an additional county served to request the allocation funding for the county with the base funding under current emergency conditions. At any point in the future the health crisis subsides or your county “risk level” (Oregon Health Authority https://coronavirus.oregon.gov/Pages/living-with-covid-19.aspx#countystatus) and safety measures are present, OHCS requires in-person services for clients as described in the RFA.04/28/21

Scenario 2: for a different county – the agency has a branch office that is currently closed to the public due to COVID. Clients can leave documents in a secured drop box that is monitored daily. Clients can access certified counselors 40hours a week for appointments from the clients home – either by zoom or phone. Can I count this county as additional county served and receive the additional funding?
This can be considered an additional county served for receiving the county allocation funding. Please note the same response would apply as scenario 1 (above) for in-person services outside of working under emergency conditions.04/28/21

Regarding certifications for workbook attachment F tab Staff Exp & Training
o I have two counselors that are HECM certified –For HECM specifically would you consider that part of Foreclosure prevention? I don’t see Homeowner services in your drop down options.
Because we do not require HECM as part of our Homeownership Center Full Services, it is not included as one of the certifications we are looking for in the staff experience. If this person is not certified in one of the available program/certification types, please do not include them on that tab.04/28/21

Att F - Do we report HUD certified counselors? HUD certification does not show up in the drop down of eligible certifications.
Because counselors must be certified in the area they are counseling or educating clients in, such as Homebuyer, Financial Literacy or Foreclosure/Default, we did not include HUD as one of the experiences and certifications we are looking for. Instead include counselors that have a program/certification type list on tab Staff Exp & Training.04/28/21

I want to make sure I know how to utilize Procorem. It appears to me that I will use it to upload all of our documents for RFA 6020 by clicking on “upload documents”. Would I create a folder simply to place our documents prior to being uploaded?
Yes, once you are in the WorkCenter for this RFA #6020 under your organization, you can use the Upload Documents button to add your application attachments. It is up to you if you would like to create folders. You could upload all of the files under your main WorkCenter for RFA #6020 or create subfolders for organization and upload that way.
